Saskatchewan’s Mandatory
Water and Wastewater Operator Certification Program
The mandatory certification program and the Operator Certification Board (OCB) were created on
July 14, 2000 through amendment of regulations under Saskatchewan Environment’s (SE)
Environmental Management and Protection Act. The mandatory program replaced the previous
voluntary program that had operated in Saskatchewan since 1977. At the same time, a document
detailing the water and wastewater works operator certification standards was prepared. To

OCB Meeting Dates
The next OCB meeting is scheduled for November 13 & 14.
Certification and re-certification requests must reach the OCB office before November 6.
As well the following meeting dates have been tentatively scheduled:
Jan 22 and 23, 2010
March 19 and 20, 2010
May 14 and 15, 2010
June 25 and 26, 2010
Sept 17 and 18, 2010
Nov 26 and 27, 2010
Cut-off is always one week before the meeting date.
Notice:
Effective January 1, 2009 application AND renewal fees will increase from $130.00 to $150.00.
The fee has remained at $130.00 since the board began in 2000, this increase has been set to
sustain the board into the future.
Who Are Water & Wastewater Utility Operators?
An operator is a person who daily is performing tasks that have
a direct impact on the quality and quantity of treated drinking water or wastewater that is
being produced in a municipal, private or provincial government facility. This also includes a
person working in an industrial setting (ie. power plant, mine-site, oil refinery, etc) who is
treating drinking water and domestic wastewater for an office complex, dining facilities,
on-site living quarters, etc. Treating process/boiler water/wastewater is not included in our
designation of operator. An operator working in
DRC (Direct Responsible Charge) would be designated as
such by the owner of that utility.
